Spalding County approved a $64,965 change order on June 16 to remediate Irving Avenue after roadway milling exposed that pavement thickness was insufficient and the subsurface was exposed.
County staff reported that a contractor found the roadway pavement to be less than 1.75 inches thick when milling began, which left the roadway effectively converted to dirt as the contractor removed the thin surface. The resurfacing company must repave rather than resurface the road. Dr. Ledbetter said contingency funds within this year’s T Sploss allocation are available to cover the remediation but the expense required a formal change order because the contingency is not a direct contract line item. The board approved the change order, with funds to be drawn from the T Sploss program, by a 3–0 voice vote.
Staff emphasized that T Sploss allocations are specific to voter‑approved projects and that moving money within T Sploss is not done lightly; the board approved the remedial work to restore the roadway.
