Williamsport City Council on Wednesday voted unanimously to award Bowman Field repair work to Weatherproofing Technologies Inc., a company city staff said is already performing waterproofing at the stadium.
“What this is, this is the company that is doing the work at Bowman Field on Loggers Landing right now to fix the water issue,” Scott (city staff member) told the council. He said the work is being paid from American Rescue Plan Act (ARPA) funds and that the company’s procurement path was reviewed by the city attorney.
Scott told council the contract runs through a procurement partner (KPN) and is effectively a sole-source arrangement under that purchasing vehicle. Council member Liz Meeley asked whether the $189,004.31 contract amount was within the ARPA allocation; Scott confirmed the figure matches the previously budgeted amount for this project.
Council members also asked about other repairs at the stadium; Scott said no additional repairs requiring funding were identified at this time and that the contractor hopes to finish work by July, weather permitting.
The resolution awarding the construction services to Weatherproofing Technologies Inc. passed on a recorded roll call vote of 5-0. Council recorded the motion and outcome as approved, with the project already underway.
