The Socorro City Council approved a development agreement with Ava Developments LLC to construct Kupak Road (also referenced as Kupek/Kupak in staff materials) connecting a dedicated but unbuilt portion of right-of-way through adjacent subdivisions.
City planner Lorraine Quimito told the council the agreement covers construction of the full road segment — including the portion dedicated to the city but never built — to provide another outlet for Trujillo subdivision traffic and to connect Mission Beso De La Sompras subdivision. The agreement includes a developer variance request related to on-site ponding/drainage infrastructure in exchange for shared construction of the road. Quimito said the city coordinated early with the Texas Department of Transportation about the added traffic impacts on the state road.
The council and speaker(s) discussed working collaboratively with developers to ensure infrastructure is built without requiring the city to fully fund improvements. A developer participant (calling in as Mr. Portillo) was present on the meeting and staff said the arrangement is intended to avoid a “half-built” road and to create an additional exit for existing subdivisions. Councilmembers expressed support for the public–private coordination and for improving neighborhood circulation.
There was a motion and second on the item; council voted in favor and the motion carried. Staff indicated standard documentation and coordination with TxDOT and adjacent property owners will continue as the project advances.
Quimito described Exhibit B (in staff materials) as showing the dedicated road corridor and identified the undeveloped southern portion as a dirt lot dedicated as right-of-way; the northern subdivision portion would build the unfinished half of the street absent the agreement. The agreement allows shared construction to complete the full road alignment.
