The Socorro City Council directed staff to research and prepare an ordinance to allow roadside memorial installations and adopt-a-street-in-memory programs honoring people who died in traffic incidents on city streets.
Councilmember Michelle Roxas presented the item, asking staff to explore models including the Texas Department of Transportation Memorial Sign Program and the City of El Paso’s roadside memorial ordinance (Title 15). The directive asks staff to examine criteria and eligibility, design, location and duration standards, maintenance responsibilities and cost recovery, integration with existing safety and beautification programs, and family outreach.
Councilmembers supported the idea as a local program that could combine public commemoration with community participation in maintenance and beautification. The motion to direct staff to draft the ordinance carried with an aye vote; Roxas and other councilmembers encouraged staff to return with a draft ordinance for formal consideration.
Staff did not propose a specific sign design, fee schedule, or ordinance text at the meeting; those details will be part of the staff research and return to council for formal adoption.
