Residents representing 11 property owners on Circle Drive asked Henry County commissioners to help resolve chronic standing water and requested construction of two new drains on the east end of the street.
A property owner said he and 10 others want two drains and would run a 4‑inch pipe along a neighbor’s property to move water south, but said a nearby landowner has refused access to tie into a pond outlet. The residents described longstanding drainage tile installed around 1986 that they believe has collapsed over time.
County staff and commissioners said the first step is to determine whether the ditch and drainage features fall within county jurisdiction and whether county highway funds may be used. Staff noted there was a discrepancy in county inventory records about whether the cul‑de‑sac and the relevant drainage are in the county system. Commissioners said they would research legal jurisdiction and drainage mapping and take the request under advisement.
There was no motion to commit county funding or repairs at the meeting. Commissioners asked staff to locate existing tile or ditch lines and advise whether property owners could tie drainage to a point 10 feet from a fence line, and whether county funding or maintenance would be lawful in this location. The board did not set a timeline for follow up.
