Council adopts assessment levy to fund street lighting and landscape maintenance for FY 2025‑26

The Hawaiian Gardens City Council on June 25 adopted Resolution 014-2025 to order the levy and collection of assessments for the City of Hawaiian Gardens Consolidated Landscaping and Lighting Assessment District (HGLLA 1) for fiscal year 2025‑26.

City staff explained the assessment pays for a portion of street light and traffic‑signal maintenance and is collected on benefiting properties’ property tax bills under the Landscaping and Lighting Act of 1972 as contained in the California Streets and Highways Code. Staff said the annual engineer’s report details how the assessment is calculated and that the FY 2025‑26 assessment reflects no increase from FY 2024‑25 levels.

The staff report noted that the council initiated proceedings at its May 28 meeting (Resolution 009-2025) and that appropriate public notice was published before the hearing. Will Dan, the engineer who prepared the report, was available by Zoom for questions, staff said. The public hearing drew no public comments.

Council members moved, seconded and then voted unanimously to adopt Resolution 014-2025 and continue the existing assessment schedule for HGLLA 1. The roll call recorded affirmative votes from Council Member Farfan, Council Member Roa, Council Member Vargas and Mayor DePaola.

Adoption of the resolution maintains funding for routine street lighting and landscape maintenance across the city. Staff did not propose rate changes for the coming fiscal year; questions about specific line‑item costs were not raised during the hearing.
