The Village of Cary Zoning, Planning and Appeals recommended that the Village Board approve a conditional use permit for a drive-up ATM at Cary Square, 700–732 Northwest Highway. Staff said the proposal would remove nine parking spaces from the subject parcel but retain more off-street parking than the UDO requires and provide stacking for three vehicles at the ATM.
Brian Simmons, director of Community Development, said drive-up ATMs are allowed as a conditional use in the B-2 shopping-center district. "The total shopping center ... currently provides 93 parking spaces. So the elimination of those 9 spaces would provide a total of 84 spaces, which would exceed the code requirement of 76 spaces for the site with the proposed improvements," Simmons said. He added the proposed design provides stacking for three vehicles, above the two-space minimum.
Taylor Westeroff, the project's engineer, told the ZPA the extra stacking and retained parking should prevent queuing into the public roadway. "The stacking requirement of two spaces — we're providing three. That's important because that's gonna alleviate any traffic jams within the parking lot and, more importantly, out into the roadway," Westeroff said. He said the applicant will meet minimum landscaping and add two light poles to improve visibility.
D'Angelo Rios, who said he represents the bank's fleet-banking projects, told commissioners that U.S. Bank does not have a physical branch in the village. "Yes," Rios responded when asked; "U.S. Bank does not have a physical presence in the village at this time."
Staff reported no public comments were received on the application. The ZPA voted to recommend approval (Graziano — no; all other voting members present — yes). The chair advised the petitioner to stay in close coordination with staff about whether the item will appear on the July 1 Village Board agenda and about the permitting pathway. If the Board approves the conditional use, the petitioner must accept staff conditions and obtain permits before construction or installation can proceed.
