Resident asks council for clarity on front-yard gardens and ‘rewilding’ rules

Gary Wynn, a resident at 48 Grand Heights, told Struthers City Council on June 25 that he had started a garden beside his house and asked whether the city planned to prohibit front-yard gardens or allow so-called rewilding of sloped areas.

"My house sits 20 feet from the street, literally," Wynn said. He said most houses on his block sit 50 to 60 feet back and that about 8 feet of his planting area might be considered front yard. "I guess I wanna know if you're gonna tell me I have to put grass where I spent the last 3 weeks digging up." He also described concerns mowing a steep hill and said he was considering planting native plants to attract pollinators rather than maintaining turf.

A councilmember responded that the city currently had "nothing on the books" specifically banning front-yard gardens and that gardens in side yards and backyards were generally acceptable. Council discussion indicated the city's enforcement focus has been on maintenance — councilmembers referenced prior concerns where front-yard plantings were not tended and created a nuisance. Council asked to view the site from the street before making any formal declaration and encouraged the resident to seek council input if enforcement questions arise.

No ordinance or formal policy change was proposed or adopted at the meeting. The discussion occurred during the public comment period and was presented as a request for clarification rather than a formal appeal or a notice of violation.
