Struthers City Council members agreed on June 11 to receive written reports from the safety service department and the city’s code enforcement under the meeting communications section rather than creating a separate agenda line for them.
The discussion matters because council members said they want regular, predictable reports — and a record — while leaving staff the flexibility to appear in person when needed. Council members discussed frequency and placement of those reports and said they expected at least monthly submissions.
Council members debated whether the safety report and code enforcement report should be a separate agenda item or folded into existing communications. One council member said the reports already arrive to council and suggested placing them under communications; another noted the safety service director and other staff “come if they want” and can appear when questions arise. The council repeatedly returned to two points: that written reports be submitted to communications and that staff may be invited to speak to the council if the staff member requests or the council asks.
During the discussion the group referenced the mayor’s written submissions and the monthly reports the treasurer and auditor provide as precedents for communicating recurring written reports to council. A council member said the preference was to receive a written report from the safety service director and from code enforcement at least once a month so the information is on the record and available for comment.
No formal roll-call vote was recorded on the placement or frequency of the reports. Council direction recorded in the meeting was to receive and file the safety service and code enforcement written reports under communications and to allow staff the option to appear in person when needed. The council also confirmed standing committee scheduling elsewhere on the agenda for finance and pending legislation matters.
