The Rockingham County Board of Commissioners approved a schedule-adjustment change order for Harvey Construction on June 26, citing permitting delays that pushed major work into October.
Staff said the change order does not add cost to the contract but extends the schedule conservatively to Oct. 30 to allow for outstanding permitting reviews, including generator permitting. Project staff said some work will continue as the building is occupied (for example, paving), and that temporary generators will be used for short shutdowns during main‑breaker replacement work.
County department heads and administrative staff discussed logistics for the planned move into the new facility. Facilities staff said they expect an October move date for several departments and are preparing an RFP for moving services. Departments will each have a unique mailing address in the new building; staff said there will be a central mailroom with slots for each department and that addresses will be shared with departments as they are finalized.
Department heads raised practical concerns about large equipment that may not fit in elevators; facilities staff said they will coordinate moving logistics, and county facilities and finance staff are preparing timelines and contract arrangements for cleaning, moving and occupancy.
