Commission votes to assess two ‘unbuildable’ West Village lots as such, waiving water fees

At the Beaver County Commission meeting, the board voted to change how West Village lots 6C and 7C are assessed after being declared unbuildable by the county.

Tanner Larson, speaking on behalf of Shane Godbaw of Goldman Asset Management, said, “West Village Lot 6 C And 7 C have been declared unbuildable by the county.” He asked the commission to assess those lots in the same manner used for other lots the county has marked unbuildable. Tanner said the lots lack access because they are adjacent to a tunnel and that they “will never be developed.”

The commission discussed the practical effect. A staff speaker said the change would eliminate water fees but still apply a road maintenance fee. The board moved to exclude lots 6C and 7C from being charged as buildable lots and to charge them “according to how unbilledable” (unbuildable) lots are charged; a motion was made, seconded and approved by voice vote.

Why it matters: Changing assessment status reduces recurring utility charges for those lots and aligns their fees with other county treatment of unbuildable parcels. Staff directed that billing be adjusted and that the change be reflected in the next billing cycle correspondence.

Next steps: Staff said they will send correspondence with the next set of bills to put lot owners on notice and implement the assessment change.
