The Lubbock ISD Board of Trustees on a 7-0 vote approved a proposed revision to the district policy governing interdistrict transfers.
District staff explained the change addresses situations in which incoming transfer students would require services on the district's special-education continuum but the district lacks capacity because resident students fill those slots. The policy revision gives the district discretion to deny an interdistrict transfer in such cases to ensure resident students have first access to specialized special-education placements.
Staff said legal review was conducted in coordination with outside counsel and that the revision is not intended as a broad restriction on transfers but as a measure to protect limited special-education resources.
The board approved the revision as presented.
