Sentencing Commission: 2025 master-offense report lists 44 new statutory offenses and other changes

The Utah Sentencing Commission provided its statutorily required master-offense report to the Law Enforcement and Criminal Justice Committee on June 26, cataloging criminal-code changes enacted during the 2025 session.

Director Dan Strong told the committee the commission counted 44 newly added offenses in 2025, 11 enhancements, 16 expansions and 8 removals across the Utah Code. He noted the report lists each affected bill and identifies how the statutory offense inventory changed.

Strong said compiling the statutory changes and integrating them into the commission’s central master-offense table is time-consuming work and that the commission provides the report as a public record for legislative and judicial planning. He also said the commission will consider ways to coordinate with courts and other agencies to avoid duplicated effort when maintaining the statewide offense table.

Committee members discussed whether guideline changes and sentencing-factor amendments should be tracked alongside statutory changes; Strong said that statutory changes are the report’s focus but that tracking discretionary guideline changes could be considered as a separate project.
