Councilmember Rink said June 30 her office is introducing a "Roots to Roofs" pilot to incentivize community-led affordable housing with an anti-displacement, racial-equity lens.
The pilot would create citywide development bonuses for height and floor-area-ratio and add an extra incentive in neighborhoods with historically racially restrictive covenants, Rink said. The pilot would expire at the end of 2035 or once 35 qualified projects have applied, whichever comes first.
Rink said the measure is modeled on legislation considered last year but incorporates stakeholder and community feedback. The sponsor said the item is scheduled for a Land Use Committee briefing and discussion and that Land Use Chair Solomon is a cosponsor.
No ordinance vote occurred at the briefing; committee hearings and stakeholder briefings were described as next steps.
