Needham working group raises tree canopy preservation as issue for stormwater bylaw and regulations

Members of the Town of Needham Stormwater Bylaw Working Group raised tree canopy preservation as a substantive concern during the June 25 meeting and asked that permitting authorities be able to consider canopy and permeable surfaces when reviewing stormwater plans.

The working group discussed where to place a tree- or canopy-related provision — in the bylaw, in separate town tree-preservation bylaws, or in companion regulations — and agreed to flag the topic for the combined meeting with the Tree Preservation and Large House review staff. Kim (staff member) said staff will meet with tree-preservation personnel and report back after the July 8 combined meeting so the committee can decide whether to add specific language, and, if so, where it should appear.

Participants noted the practical effects of tree loss on runoff and site grading: several members said that removing trees changes surface conditions and increases impervious-area impacts. The group discussed possible regulatory approaches such as requiring consideration of preservation, replanting, or other mitigation measures during land-disturbance reviews. The members did not draft final text at this meeting; they asked staff to gather feedback from the tree-preservation reviewers and to bring recommended language back to the working group at a future meeting.

The committee will continue to discuss the issue during the July meetings and planned outreach to other boards and the public. No formal policy decision was made at the June 25 meeting.
