At a July 1 work session the council reviewed revisions to the city’s governing standards and debated three principal areas: (1) public‑comment timing and length, (2) a proposed interview process for certain boards and commissions, and (3) a procedural framework for council inquiries and investigations.
Citizen comment rules: City Attorney explained the draft clarifies that speakers must sign up for citizen comments prior to the start of the council meeting (online or in person). Council discussed returning public‑hearing and citizen comment time limits to three minutes; after debate the council voted to make public hearings and citizen comments three minutes across the board (motion carried 4–2 in regular session). Several council members and multiple public commenters objected to shortening time limits and to the meeting start time of 3 p.m., saying it reduces residents’ ability to attend.
Interview process for boards: The draft language permits the mayor and council members to interview applicants or request written information prior to appointment. Councilwoman Gonzales proposed requiring a structured interview process (questions, time limits) at minimum for three advisory bodies—Planning and Zoning, Animal Advisory, and Senior Advisory—with optional questions or interviews for other boards. Council members discussed alternative approaches including adding standard screening questions to the application and prioritizing applicants who have completed the Citizens Academy or Citizens Police Academy. The city attorney said standard questions can be added to the application and the council agreed to direct staff to incorporate application questions and to consider academy attendance as a factor in appointment decisions (motion to add academy attendance to criteria carried 6–0).
Investigation/inquiry procedure: Mayor Pro Tem Adams asked that a council inquiry/investigation procedure be added to the governing standards. The council discussed a previously tabled draft procedural policy but no motion to adopt the investigation process passed at that meeting; a motion to include the investigations procedure failed (motion died for lack of a second).
Council action and next steps: Council approved a consolidated governing‑standards package with the changes that received direction (sign‑up clarification, three‑minute limits for hearings and citizen comments, interview option language and application question additions, and academy attendance as a criteria) and removed the annual special workshop from the standards. Staff was asked to return a redlined version reflecting the council’s revisions for formal adoption.
Ending: Several public commentators and council members urged more flexible meeting times and expressed concern that procedural changes could reduce participation; the council agreed to return specific drafted language for final action in the regular session.
