City staff updated the mayor and council about three variances requested for a proposed car dealership associated with the Scott Evans development on Industrial Boulevard; the planning commission approved the three variances and staff reported negotiated concessions intended to reduce impacts on nearby residential areas.
Miss Carter said the requests concern landscaping and parking requirements: the applicant seeks reduced landscape setbacks and less internal parking landscaping to increase vehicle display visibility. Staff described the code’s intent—pedestrian safety and traffic calming—and said the applicant agreed to partial concessions, for example increasing a proposed 3‑foot landscape strip closer to a 10‑foot buffer and adding a fence to reduce visual and physical impacts.
“So this property is for fewer variances, but variances nonetheless, specifically around landscaping and parking requirement requirements per the code,” Miss Carter told the council. She said the planning commission approved all three variances and reiterated that council may accept staff recommendations, approve, modify, or deny any requests during the public hearing process.
A councilmember noted the property is in Ward 3 and asked staff to correct a ward label in the packet; Miss Carter confirmed the error would be fixed and that required buffers along the residential edge on the east side will remain enforced. No formal votes were taken in the work session; the item will be on the regular meeting agenda for final action.
