At a July 9 pre-agenda meeting of the Punta Gorda City Council, members discussed the 2026–2030 Utilities Capital Improvements Program and raised concerns about how to finance planned septic-to-sewer conversions.
Finance Director Kristen Simeon said the county "has not been open to that idea" of sharing costs in the past and noted that when the county has advanced septic-to-sewer projects it has used funds from road budgets in a way the city believes should be replicated. Simeon said the city's utilities are within the city's service area but that a county contribution would be appropriate for the project.
A council member said the city should engage the county and the city commissioners to make the project a joint county-city effort rather than placing the full financial responsibility on the city. The council member said they would ask Simeon later for more detail so as not to "bog this meeting down," indicating staff follow-up is expected at the regular session.
No formal vote or funding decision was recorded at the pre-agenda meeting. The utilities items remain on the regular agenda for the July business meeting, where council members indicated they would ask staff for additional details on estimated financing and on how to pursue county participation.
City staff identified the septic-to-sewer financing question as contingent on county willingness to contribute; Simeon framed the issue as one of intergovernmental cost-sharing rather than an immediate funding commitment by Punta Gorda.
