College Place meeting canceled for lack of quorum; transportation plan presentation delayed

The College Place City Council canceled its scheduled meeting after members failed to reach a quorum, staff said. "Everybody online, we are waiting for 1 more council member, and then we'll have a quorum and be ready to go," an unidentified meeting participant said as officials delayed the start.

The meeting host told attendees the council could not proceed without a quorum. "You gotta have a quorum to even call a meeting," another unidentified participant said. City staff apologized to online speakers and attendees before formally canceling the session.

The cancellation affects at least one time-sensitive item: a presentation on the Transportation Improvement Plan that had been scheduled for the meeting. "One of the items that was gonna be presented, Robert was gonna present it, but he won't be here for the next meeting. So, it's gonna have to be presented for the first time at the next meeting and voted on," an unidentified participant said. Staff identified Mike Holden as the capital projects manager who is expected to cover that presentation at the next meeting.

Officials gave two conflicting references to the rescheduled date during the closing remarks. Early in the discussion staff said the meeting would "reconvene on July 22," and later another participant said they would "reconvene next the 20 second." The meeting record does not clarify which date is definitive.

No formal motion or vote occurred; the meeting was canceled for lack of quorum and items will be carried to a future meeting when a quorum is present.
