The ZBA included emergency‑response and waste‑management commitments among the conditions attached to the recommended special‑use permits.
Merrill Reed testified that petitioners had shared site plans with the Dixon Fire Department chief and committed to share standard operating procedures (SOPs/SOGs) with local emergency responders before a building permit is issued. The ZBA adopted a recommendation that the petitioners provide copies of SOPs/SOGs to emergency responders and furnish proof of that delivery to the zoning officer prior to any building permit issuance.
The board also required the petitioners to provide training and necessary equipment to local emergency personnel; the ZBA adopted a condition that petitioners shall provide annual training for local responders (the board’s wording required at least an initial training during construction with an annual refresh stipulated).
Regarding waste handling, the petitioners stated that ordinary construction waste would be removed via a licensed waste transfer company, hazardous materials would be removed and disposed of in accordance with federal, state and local laws, and human waste would be managed by portable restrooms during construction and comply with county health and Illinois Department of Public Health rules. The ZBA included those commitments in its findings and required documentation as part of permit submission materials.
