A request to rezone property immediately west of 813 East 19th Street from R-1 (single-family residential) to R-2 (two-family residential) failed on final council consideration July 7.
The applicant, David Nobtka, had submitted the request; Planning & Zoning held a public hearing on July 2 and recommended the rezoning by a 4–2 vote. The council considered the ordinance as Bill No. 2025-120.
During council debate one member said the proposal did not align with the master plan and opposed changing the zoning. The council advanced the bill through a second reading after a 5–3 vote. On final passage the council recorded zero yes votes and eight no votes and the bill failed on the second reading/final consideration.
No alternative zoning action was taken; the property remains R-1 single-family residential.
