Commission approves Norwich Elementary addition, with staff to refine traffic start/stop times

The commission unanimously approved a conditional use and Level B site plan for Norwich Elementary School at 4454 Davidson Road that includes a 20,000-square-foot addition to accommodate preschool space.
Staff said the campus will meet parking requirements for the regular school day and recommended two conditions for the conditional use and four conditions for the site plan. The applicant submitted a written commitment limiting full-school assemblies (the school agreed to limits on concurrent assemblies) to reduce peak parking demand.
Jennifer Fuller (Fanning Howey) and Mike McDonough (Hilliard Schools) told commissioners they are coordinating with school operations to stagger start and stop times on the campus and to provide a 12-foot stacking lane to improve morning and afternoon circulation between Norwich and the adjacent Bridal campus.
The commission approved both motions (conditional use and Level B site plan) by 5–0 votes; the conditional-use approval will proceed to city council for final review.
