Council advances first reading of Hyperfiber telecommunications franchise to second reading

Hutchins emphasized the agreement does not authorize work without permits or relieve the company of relocation costs when required by the city.

Hutchins noted state law requires at least one reading before the next meeting and disallows same‑day final adoption.
