Warren County approves $45,000 transfer to cover CDTA 18‑b payments

Warren County supervisors on June 27 approved transferring $45,000 from the county’s contingency account to a newly created mass transportation contract code to cover required Capital District Transportation Authority 18‑b payments.

The transfer addresses an annual local match the county must pay as a member of the CDTA district; county staff said the payments are required by New York State Transportation Law’s 18‑b provision and that the county missed at least one prior payment for 2024.

County staff told the committee the $45,000 represents the county’s annual share under a formula that accounts for local participation and ridership and that the payment must be made in cash rather than in‑kind credits. John (staff member) said the county will pay the $45,000 this year while disputing last year’s payment. Supervisors agreed the charge will be included in future budgets so the payment is not handled as a one‑off.

The motion to transfer the funds was made by Supervisor Bean and seconded by Supervisor Mayday; the committee approved the transfer by voice vote.

The committee did not discuss opting out of the district; county staff said attempts to opt out were unsuccessful and that CDTA can pursue unpaid assessments.
