City to budget update of comprehensive plan to meet 10‑year statutory requirement

City planning staff told the Capital Improvement Committee Thursday they intend to budget for an update to the city’s comprehensive plan to meet the state’s 10‑year requirement under the state’s smart-growth planning statutes.
Brad Len, city planner, said the city’s current plan was adopted in 2017 and state statutes require a periodic update. “The plan is to budget for it here in 2025, do the majority of the work in 2026, and then have it finalized and adopted in 2027 to get under that, 10 year requirement,” Len said. He estimated the cost at about $75,000 based on the prior plan with a modest allowance for inflation and said the city would likely use regional planning assistance and selective consultant support.
Committee members noted a printing error in the CIP packet that duplicated or misdated planned funding years and asked staff to provide a corrected packet showing whether the $75,000 is budgeted in 2026 or split across years. Staff said corrected books would be provided before the next meeting.
No formal action was taken; the presentation was intended to support CIP ranking ahead of budgeting decisions.
