The Topeka City Public Infrastructure Committee on June 17 approved a capital improvement project for the Holiday Park neighborhood named Dreams 1, with a project budget of $601,160.02.
Director Groen explained the work will include a mill and overlay with full‑depth patching, curb and gutter, sidewalk replacements and stormwater improvements. He told the committee the stormwater portion would be funded under the “50 11 0 7.04 stormwater conveyance system rehabilitation program.” The city is seeking committee support to bring the project to the governing body for final authorization.
Committee members asked about neighborhood outreach and timing. Director Groen said the project received input through the neighborhood’s DREAMS process and the Citizens Advisory Committee (CAC). He said the city will hold an additional public meeting with the neighborhood after a contractor is selected to explain sequencing and timing.
Councilwoman Sylvia Ortiz moved to approve; Councilwoman Michelle Hoefer seconded. The committee voted 2‑0 to support moving the project forward.
Director Groen said the targeted construction start is later this year. He did not provide a precise start date or the name of a selected contractor; staff said those details will be provided after contractor selection and during the neighborhood meeting.
