City Council approves multiple construction contracts, project funding and utility projects; awards low bids

The Grand Forks City Council on June 23 approved several construction contract awards, budget actions and a special‑assessment district expansion for projects across the city. Council members said they were continuing to see competitive construction bids well below engineering estimates.

Major actions taken by the council included:
- Awarded the reconstruction contract for 30th Avenue South (Project 8915, District 790) to OP Construction, the low bidder, at about 28 percent under the engineer’s estimate.
- Awarded utilities work (Project 8848/8849/8966 and related Districts) to Robinson Excavating; staff reported the low bid for the consolidated utilities package came in roughly 34 percent under the engineer’s estimate.
- Approved an expansion of Special Assessment District 88921 (District 612) to include additional sanitary sewer work in the Highway 81 area so the work could be included in this year’s construction via change order; funding will use State Revolving Fund loan mechanisms in coordination with utility rate repayment.
- Accepted funding for Project 8981 (reconstruction of North Fourth Street); staff indicated the project will be included in a future fiscal year with city match anticipated.
- Authorized purchase of replacement non‑revenue service vehicles off the North Dakota state bid and declared replaced vehicles surplus for sale on govdeals.

Council members repeatedly noted the competitive bidding market as a factor in advancing construction schedules. All of the above motions passed on unanimous council votes at the June 23 meeting.
