The Nottoway County Board of Supervisors on July 17 approved a package of zoning text amendments that the planning commission recommended earlier this summer.
First, the board added a formal definition for "data center" and listed supporting infrastructure and equipment (power capacity of at least 1 megawatt, cooling, fire suppression, security) and designated data centers as a use requiring a special-exception permit in several commercial and industrial districts. Planning staff said the change reflects increasing interest in data-related projects and fills a gap in the county's zoning ordinance.
Second, the board added "government services" as a land use in Article 6 and required that such uses obtain special-exception approval in multiple zoning districts rather than being permitted by right. The planning commission had recommended the special-exception route to increase transparency when government entities propose new facilities.
Third, the board removed duplexes as a use permitted by special exception in the Agricultural (A-1) district. Planning and board members said the removal reflected concerns raised during recent permit cycles and a desire to tighten allowed residential development in agricultural areas.
All three text amendments were heard in public hearings; no speakers objected during the session. The planning commission had recommended each amendment (data center vote 6-0; government services recommended as special exception 8-0 earlier; duplex removal 8-0). The board voted to adopt the changes; minutes reflect unanimous approval where recorded.
The ordinance amendments will be incorporated into the county zoning ordinance; staff will publish the revised ordinance language and notify applicants of the new requirements.
