County and state transportation staff updated the Nottoway County Board of Supervisors on July 17 about ongoing safety work on U.S. 460, including the 723/460 intersection and a wider rumble-strip program along 460.
A VDOT representative said the original concept for the 723/460 intersection had been a full right-cut (RCUT) realignment but that the project was scaled back during SmartScale funding because a full realignment would have greatly increased grading, scope and cost beyond the program's competitive budget constraints. "The hybrid RCUT was selected... the grading and realignment would have bumped the scope and scale far outside what we had in allowable funding," the engineer said.
Residents raised safety concerns. A citizen said the hybrid design still leaves potentially dangerous turning and u-turn maneuvers and worried about tractor-trailer movements and nighttime or wet-weather conditions. The engineer said the detour and crossover removal had been coordinated in meetings and that missing crossover signage and pavement markings would be provided; he also said the detour would be opened in the second week of August, weather permitting. Supervisors requested additional conspicuity measures and coordination with law enforcement while the project transitions.
Separately, VDOT staff told the board that edge-line rumble strips would be installed on U.S. 460 starting July 28, running from the Prince Edward County line toward Dinwiddie County, to help reduce run-off-road crashes and prevent shoulder rutting. The rumble strips are the narrower pattern used on two-lane roads rather than full-width interstate-style rumble strips.
Other road items discussed included the Little Creek Road culvert cleanout (work extended by weather) and Crystal Lake Road rural-rustic work, which will resume when rock-spreader equipment arrives. County staff and supervisors asked for continued notifications to local emergency service providers and businesses during traffic changes.
