Kimberly Harold, a 23-year Coppell resident, told the Planning and Zoning Commission on July 17 that three garages on Heather Glenn Drive nearly flooded after about 2.8 inches of rain on June 3 and said the street has ponded during storms for years.
"My garage flooded, 3 different people's garage flooded, and our homes almost flooded," Harold told commissioners, identifying her address as 104 Heather Glenn Drive and saying she has lived at that address for 15 years. Harold said she had not been sure which forum was appropriate but wanted the commission to hear the recurring drainage problem.
Commissioners and staff advised Harold that drainage complaints can be routed directly to city engineering and encouraged her to meet with staff. A staff member told Harold city engineering had said the drains on that night had been exceeded by the storm's flow; Harold confirmed she had already contacted the city and reported repeated flooding even in lesser rain events.
No formal action was taken by the commission on the comment; the item was recorded under Citizens' Appearance. Staff indicated the appropriate next step is a direct meeting with engineering or filing a service request so the city can evaluate drainage capacity, maintenance and any remedial measures.
