Council staff reviewing contested Works 7 ferruginous hawk mitigation recommendation from PTAG and certificate holder

FSEC staff are reviewing a July 7 recommendation from the certificate holder for the Works 7 project addressing mitigation Spec 5 (ferruginous hawk) and a companion report prepared by the PTAG facilitator that sets out areas of agreement and disagreement.

“This is a mouthful,” Amy Moon, the staff member providing the update, told the council, summarizing that the certificate holder (Scout Clean Energy) submitted proposed locations for infrastructure placement within the siting corridor to meet Spec 5 and that the PTAG facilitator provided a report outlining both agreement and disagreement areas.

Moon said staff are actively reviewing the certificate holder’s Spec 5 mitigation recommendation and the PTAG facilitator’s report and will provide the council more detailed information after completing that review. When asked, Moon said staff hope to have more information to bring to the council in August.

The site certification agreement requires the certificate holder to work with the PTAG to meet SCA mitigation measures in Articles 4(c) and 4(g) and Spec 5. The council did not take a formal action on the update; staff will return when their review is complete.
