Resident raises HOA rooftop solar restriction; council staff to investigate

During public comment Laura Johnson said she sought HOA permission to install rooftop solar on her home in the Northridge subdivision and was told the town did not permit solar panels. Johnson said rooftop solar can reduce electric bills and increase property value and asked the council to clarify the towns stance.

Council members and staff said they have seen rooftop solar in multiple neighborhoods and do not believe the town code broadly bans rooftop solar. A council member suggested rooftop solar installations can be handled through building permits and that properly licensed contractors and permit reviews can address safety and appearance concerns.

Staff asked Johnson for contact information and said they would investigate the apparent discrepancy between the HOA position and town regulations and follow up with the resident to explain permitting options and any applicable constraints.

Council did not take formal action during the meeting but instructed staff to research the issue and report back to the resident and the council.
