The commission approved Resolution R‑31‑10 authorizing the city manager (or designee) to apply for and to finalize any required adjustments to the DCIP (Defense Community Infrastructure Program) grant application for the Grama Avenue project.
Staff explained that prior successful applicants had authorized similar delegations to allow staff to complete final edits and that authorizing the city manager to "affect the application" would permit timely submission before the July 3 deadline. City staff said plan documents and cost volumes were still being refined but that letters of support and federal contacts had been prepared.
Commissioners asked whether the application was ready to file and staff replied it was not yet final but could be submitted as soon as revisions were complete. Staff said the VA award timing may affect project scheduling, and that if the DCIP award is made the city would need to be shovel‑ready per grant terms; planners said final plans were roughly 80% complete and they intended to coordinate bid timing with potential grant award timing.
A motion to authorize the city manager to submit and finalize the application was moved, seconded and carried by voice vote.
