West Linn schedules June–July budget and implementation discussions; operations complex construction contract expected

City Manager Williams outlined the council calendar and priorities on June 2, telling the West Linn City Council that staff expect to bring a construction contract for the operations complex to the council in mid-June and that budget-adoption items are scheduled for late June.

Williams said the June 16 meeting will be a special meeting that may include a life-saving award, a sustainability update from the Sustainability Advisory Board and staff, and the award of a construction contract for the operations complex. He said parking-ordinance adoption to address nuisance parking issues is also likely at that meeting. He told council members that the June 23 meeting will be a special meeting focused on budget adoption and required items including community grants, fees and charges and state-shared revenue allocations.

Williams asked the council if they want a separate session on longer-term budget planning and potential new services or positions; councilors agreed that July 7 would be a good work-session time to begin that conversation, allowing staff time to prepare. Williams noted that while the city can adopt a balanced budget this year, long-term reserve projections raise concerns about structural pressure in future years.

The manager also outlined follow-up steps after budget adoption, including the potential to pursue grant funding for waterfront implementation work and to use limited general-fund dollars where needed.

At the start of the meeting the council approved the agenda and removed the budget-committee portion (item 4) from the June 2 work session. A motion to approve the agenda with item 4 removed was made and seconded and carried on a roll-call vote. Councilors Bonington, Bright, Baumgartner, Gruner and Mayor Bialystoski recorded “yes.” Public comment was not offered at the meeting.

Councilors agreed to begin the longer-term budget discussion in early July and asked staff to prepare background materials on projected reserves, potential service additions and other options to maintain long-term fiscal stability.
