Wasilla council adopts tighter conflict-of-interest definition to include immediate family

The Wasilla City Council adopted Ordinance Serial Number 2517 to expand the city’s ethics code so that an official’s immediate family members are included in conflict-of-interest definitions and financial-interest disclosures.

Council Member Rubio introduced and moved the ordinance; Council Member Graham seconded. The council discussion framed the change as a transparency measure to avoid appearances of impropriety. Rubio said the purpose was to “preserve and protect the public’s confidence in the officials making decisions.”

City staff noted the amendment revises Wasilla Municipal Code chapter 2.01 (Code of Ethics), adding a definition of “immediate family member” and extending reporting and recusal requirements to interests held by those family members.

Council members who supported the change said it clarifies an area that previously relied on narrower definitions; one council member said the amendment made a previously opaque area of the code “cleanly transparent.”

There were no public speakers on the ordinance at its hearing. The council adopted the ordinance during the meeting; staff will schedule the ordinance for the normal posting and codification steps.

The change comes amid a broader set of agenda items related to contracts and recusals discussed later in the meeting.
