The Gahanna City Council reviewed several Department of Engineering items at the July 21 Committee of the Whole meeting, scheduling assessments and authorizing staff to take bidding steps for street and waterline projects.
Sidewalk maintenance and ADA transition: Engineering staff described the conclusion of the 2022 and 2024 sidewalk maintenance programs and said finalized quantities and resident notices have been delivered; the public hearing on assessments for both programs is set for Aug. 4. Staff clarified that the total project cost includes portions attributed both to homeowners and to the city; residents are responsible for 50% of owner‑attributed defect costs and the city pays any city‑attributed work in full. Questions from Councilmember Jones and staff confirmed that the 2023 program’s work was advanced into 2024 and that the Aug. 4 hearing will cover the two noted programs.
Street rebuild and waterline requests to bid: Staff asked permission to bid the Rocky Fork Drive North and Laura/Heil street rebuild projects with associated waterline work. Councilmembers asked for design clarifications: Rocky Fork sidewalks will be on both sides of the street; some existing sidewalk panels will be removed and replaced where necessary to meet ADA requirements; residents were invited to public meetings and no valid petitions to prevent the work were filed. Staff said waterline construction is budgeted in 2025 and will take place over the winter with road rebuild in spring 2026; the work will accommodate driveways and curb grades in the corridor.
Taylor Road waterline replacement: The department requested permission to bid a project upsizing an existing 12‑inch main to 16‑inch from Morrison Road to Helmbrite to support anticipated regional growth and system resiliency.
Council moved to keep the sidewalk assessment ordinances off the consent agenda (so the public hearing will occur on the regular agenda). Several items were referred to the consent agenda for the Aug. 4 meeting where appropriate; staff requested emergency designation on some ordinances to keep schedules aligned.
No final construction contracts were awarded July 21; council directed staff to proceed with the public hearing and bidding process and confirmed budget timing and sequencing for construction and winter waterline work.
