The Planning and Zoning Board approved a variance to allow an accessory building in the front yard at 1239 Fort Bull Millersville Road after the property owner, Michael Henson Jr., explained access and septic constraints that, he said, rule out locating the building elsewhere on his 11.6-acre parcel.
Michael Henson Jr., the applicant and property owner, told the board that the parcel has a single driveway and that moving the accessory building beyond the house would be infeasible because a septic system location on the far side of the house and a drainage ditch on the rear portion of the lot limit access. “So the access to the backside of property is is not very good,” Henson said, describing the need for either an easement from a neighboring landowner or significant driveway, pipe and permit work to reach the back half of the lot.
Henson said the planned building site is already cleared and that neighbors on both sides had no objection. “Spoken with neighbors on both sides of men. Both of them are okay with it,” he told the board, and added that he intends to have a professionally built structure and to clean up brush along the road.
A board member moved to approve the variance and another member seconded. The board voted by voice; records show an affirmative voice response and the chair told the applicant he was approved to proceed. The approval applies to the variance requested; no additional permit approvals or conditions were discussed on the record.
