Board approves revised Portland Clean Energy Fund HVAC projects amid higher construction costs

The David Douglas School District Board voted Wednesday to approve a revision to the district's Portland Clean Energy Fund (PCEF) HVAC projects after rising construction costs increased the price of planned work.

Pat, the district's project lead, told the board that earlier estimates for HVAC retrofits have risen and that second‑round grant funding for the district is approximately $17.7 million — less than what would be required to cover all originally planned HVAC projects. He said the district would prioritize selected elementary schools (Lincoln Park and Gilbert Park were discussed) and that initial estimates indicate a remaining small gap for those projects.

Pat said the district could tap roughly $3 million of previously budgeted project funds from work completed last summer to cover shortfalls if necessary, and he noted the need to order long‑lead electrical equipment promptly because procurement lead times can approach a year.

Board members asked about prioritization across elementary, middle and high schools. Pat said the district's current plan focuses on elementary schools first because full HVAC retrofits for secondary buildings are significantly more expensive. He added that newer equipment improves air quality and efficiency but that operational savings may be offset in part by higher energy costs.

The board called the question and approved the revised project plan by roll call. Directors indicated approval in the meeting record.
