Board approves MSBU culvert assessment resolution to fund property-level culvert replacements

The board approved a resolution on July 22 adopting the assessment roll required to fund the county’s Culvert Assistance Program, which allows property owners to finance culvert replacements through non-ad valorem assessments in a designated MSBU.
Barbara Gettler, MSBU coordinator, told commissioners the resolution determines that properties in the MSBU will be specially benefited, establishes the assessment method and authorizes collection by the county. Staff recommended approval and the board adopted the resolution by motion.
The program provides a financing mechanism for property owners who opt in to pay for culvert replacements and stormwater improvements via assessment; staff noted these items do not appear frequently on the agenda but asked for attention to proper public-notice timing when they do arise.
