Board approves 2024 annual report for TID 4; council considering partial zoning change on adjacent street

The Joint Review Board voted to approve the 2024 annual report for Tax Incremental District 4, which supported residential development and street work near Oshkosh and West Becker streets. Chad Hertz described the district’s primary project as the development dubbed Celestial Hills and said the developer has completed apartment components and is working on single-family home construction. "This TID District was developed to help spur some growth," Hertz said. The district’s increment collection for 2024 was roughly $15,000, and staff reported capital expenditures for the year of about $135,000 and total expenditures of $153,337; the district closed the year with a negative balance reported as $178,799 to be covered by unassigned city fund balance and repaid with future increment. City staff said the city took a loan to cover the portion of road work not covered by the developer grant for Oshkosh Street; that loan balance will be charged to the TID and repaid from increment. The board also heard that the developer has requested rezoning part of the area from R-1 to R-2 to allow duplexes; the city council has discussed applying R-2 to roughly half the street as a compromise. Scott Blick, representing the school district, urged caution: he asked that the city consider that longstanding single-family neighborhoods can encourage long-term residency. Dave Morak moved to approve the TID 4 annual report; Scott Blick seconded. The motion carried.
