East Point — The City Council on July 21 approved sole-source contracts with House Prowl ATL and Greenheart Construction to continue the city 's minor home repair and housing rehabilitation program, using funds previously allocated for fiscal year 2026.
The contracts matter because the program provides repairs that maintain housing stock and continuity of services, and staff said awarding new contracts by competitive process would interrupt current work.
"We have put this out before for an RFP. Then we also put it out for an RFQ. And we've only had 2 vendors that responded," Interim Director Lawrence Derman told council, explaining the procurement justification for sole-source awards. He said sole-source approval was sought to avoid disrupting services and to preserve continuity and efficiency.
Councilman Butler moved to approve the sole-source contract for the two listed vendors. The motion passed; the transcript shows the chair declared the motion passed but does not record a roll-call vote or individual vote tallies. Staff confirmed the $250,000 figure is the amount allocated for the fiscal year 2026 minor home repair program.
The contracts are limited by the council-approved FY26 allocation; council did not add funds or change program scope in the meeting transcript. No additional implementation timeline or vendor performance details were recorded in the transcript.
