Staff posts 21 proposals for IRC 2024; majority address Chapter 3

State Building Code Council staff told the TAG that 21 proposals had been posted for the 2024 International Residential Code adoption. The majority of proposals target Chapter 3 (fire, life safety, means of egress and habitable-space provisions), and staff read a short list of the more substantive submissions during the meeting.

Proposals include a suggested new appendix on visitability, edits clarifying automatic sprinkler scoping for adult family homes (proposal identified in staff materials), changes to electric vehicle charging provisions, photovoltaic-system provisions, and edits tied to seismic and snow-load determinations. Staff also noted proposals related to cutting/notching/boring dimensional wood and to clarifying administrative application of the fire code.

Why it matters: the TAG will review submitted proposals and recommend which to accept into the formal rulemaking package. The TAG cannot amend or adopt proposals until they are routed through the council’s procedural steps and the TAG reconvenes for substantive discussion.

Staff said they would notify proposal proponents about the meeting schedule and expected to discuss the proposals after the TAG completes its review of the two staff reports.
