Council restores investigator position in Human Rights Commission payroll ordinance

The South Bend Common Council on June 23 passed Bill 33-25 to amend the city's nonbargaining salary ordinance, restoring a position in the Human Rights Commission.

Kyle Willis, city controller, told the committee the change reinstates a previously removed position for the 2025 budget: an Incident Investigator 3 who would provide oversight of intake coordinators, ensure important information is not overlooked, and improve tracking of intake information.

The Committee of the Whole gave a favorable recommendation and the council voted 8-0 on final passage. No members of the public spoke for or against the bill during the hearing.

Council members had no substantive objections in the hearing and moved the ordinance forward for final passage. The Human Rights Commission will implement the position subject to the city's hiring and budget processes.
