Representative James Arena DeRosa and other lawmakers testified on two related measures intended to expand financial supports for veterans.
Rep. Arena DeRosa described two bills: H.3822, which would "enhanc[e] public service pension equity for veterans" and includes a proposal to "give an extra year for all honorably discharged veterans on their state pension, and then 2 years if you had, discharged but disabled," and H.3823, which would expand chapter 60 municipal veterans assistance funds to allow municipalities to use those voluntary donations for housing and legal expenses as well as immediate needs like food and heating.
Arena DeRosa urged further study of pension changes, citing studies of Gulf War burn pit exposures and shorter veteran life expectancy. He said municipal funds traditionally cover immediate needs and that the expansion would give towns additional flexibility "to provide financial support to veterans and their dependents who have immediate needs and assistance around food, transportation, and heating expenses" and to include housing and legal help without a cost to the Commonwealth.
Supporters said the municipal fund change is a local option that would not require new state spending but would permit towns to direct voluntary donations toward eviction prevention and housing stabilization for veterans. Committee members asked for fiscal and implementation details; no formal vote was taken.
Witnesses asked the committee to study the pension proposal further and consider whether any new pension credit would require actuarial review and additional analysis.
