Kandiyohi County’s Human Resources Director, Katie Zemer, presented Resolution 2025‑23 on July 1 so that a recently promoted jail administrator could retain membership in the county’s Police and Fire retirement plan under the transfer provision.
Zemer said Robbie Bridal (the newly promoted jail administrator) is a licensed peace officer and has worked in the Sheriff’s Office for 17 years; under statute an employee who moves within the same sheriff’s department may retain Police and Fire plan membership if the governing unit passes a supporting resolution. Zemer described differences between the Police and Fire plan and the correctional plan — contribution rates, benefit formulas, COLA adjustments and Social Security participation — as the reason a formal board resolution was necessary.
A commissioner moved and another seconded adoption of Resolution 2025‑23; the board adopted the resolution by voice vote and Zemer thanked the board.
