The Wenatchee City Council on July 24 adopted Resolution No. 2025-25 approving the City of Wenatchee’s 2025–2029 Community Development Block Grant (CDBG) consolidated plan and the 2025 annual action plan.
City staff explained that CDBG funds from the U.S. Department of Housing and Urban Development require a five-year consolidated plan and an annual action plan for projects. Staff said the city’s strategy, informed by prior council direction, emphasizes pedestrian and accessibility improvements and prioritizes capital projects where the limited federal allocation will achieve durable benefits. The staff presentation noted that the city currently has $789,622 in unspent CDBG funds earmarked for the First Street Corridor project and expects approximately $960,000 over the five-year plan period, with $234,918 allocated for fiscal year 2025.
During public comment and a previous May 22 hearing staff said there had been no public input on the plan; no public commenters spoke at the July 24 hearing. Council Member Hornby moved to adopt Resolution No. 2025-25, authorizing the mayor to sign necessary documents and authorizing the Community Development director to administer the program. The motion carried unanimously.
Staff noted uncertainty about future federal funding levels and said the Association of Washington Cities had reported possible reductions; the city’s plan is structured so projects can proceed if funds continue at current levels.
The resolution authorizes city staff to administer CDBG funds in accordance with the adopted consolidated plan and annual action plan; it does not commit new city matching funds at this meeting.
