Troutdale planning commissioners direct minutes changes after debate over paraphrase and vote recording

Troutdale Planning Commission members on July 23 spent part of their meeting reviewing and amending minutes from the July 9 meeting, directing staff to correct misspellings and to capture vote details when decisions are not unanimous. Commissioners expressed concern that earlier minutes contained interpretive paraphrasing that could be misleading and asked the administrative assistant to list names for nay or abstain votes when applicable.
Commissioner Wilcox and others pointed to specific typographical errors and a place where two motions to approve separate meeting minutes were not recorded as approved; commissioners asked staff to add those approvals. Commissioner Minkoff said a paraphrase in the draft minutes should be replaced with language indicating it was a staff statement (“Milt Graham said…”) rather than the commission’s summary. The commission agreed to instruct the administrative assistant to record individual dissenting votes and to make the minutes consistent with past practice.
During the discussion a commissioner suggested adding a YouTube link to minutes to help readers verify the record; staff accepted the suggestion. The commission moved to approve the July 9 minutes as amended and held a roll-call vote to adopt the changes.
