Commission clarifies record on Home Forward traffic analysis from 2022; says full TIA was not submitted

During staff communications at the July 23 meeting, planning staff clarified the record for a 2022 Home Forward application, saying the city did not receive a full traffic impact analysis (TIA) that the planning commission had requested. Staff said the applicant had submitted a traffic memo that studied a small number of intersections but did not constitute the comprehensive TIA the commission had sought.
Staff recounted that the planning commission previously denied the 2022 application in part because a full TIA was not provided. The applicant later pursued a development agreement with the city council to advance the project. Commissioners and staff identified the intersections studied in the memo (including Columbia River Highway with Buxton and Cherry Park approaches) and said the commission had specifically asked for analysis at Kendall and Historic Columbia River Highway and at Kendall and Columbia River Highway; staff said those were not included in the memo provided in 2022.
No new action was taken on the matter on July 23; staff presented the clarification for the record in response to questions from commissioners about whether a TIA had been done for the prior proposal.
