Resident urges Woodland to fund long‑delayed Station 4, asks council to redirect DIF and CFD funds

WOODLAND, Calif. — At the July 15 meeting the Council heard public comment from resident Messina Pimentel, who urged the city to move from study to action on a long‑delayed Southeast Woodland fire station known as Station 4 (CIP 16‑10).

Pimentel said the Southeast side of Woodland has lacked additional fire coverage since 2004, has nearly 4,000 new homes on the east side and operates with about 47 firefighters for nearly 64,000 residents. "Station 4 is not a luxury. It's a necessity," Pimentel said, arguing that the city lacks a posted budget, timeline or cost estimate for the project.

She proposed several revenue and administrative actions: amend city resolutions (she cited resolution numbers as "45 36" and "45 59"), explicitly dedicate Mello‑Roos Community Facilities District (CFD) revenue to fire stations, prioritize fire‑related development impact fee (DIF) line items, accelerate developer DIF payments and prohibit DIF payment deferments for fire fees. She also suggested reviewing SLIF (Springlike infrastructure fees) and pursuing gap financing through developers, CFD adjustments and grants.

Council did not take formal action on the request during the meeting; the remarks were entered as public comment. Pimentel said she planned to return in August to press for an action plan.
