Applicant seeks mobile-home zoning; commission and staff flag spot-zoning and code history, no action taken

Paris Harris asked the Planning Commission to recommend rezoning a half-acre on the south side of Duff Street from R-60D duplex residential to R-99 manufactured/mobile-home subdivision to formalize an intended mobile-home use. Harris said several manufactured homes are already located nearby and the request would be “consistent with what’s already there.”
Planning staff and commissioners raised legal and policy concerns about spot zoning. A staff member and a commissioner noted the request would be a spot zone on the books, and staff said some existing mobile homes nearby “may have gotten approval years ago” or may have been allowed through past board-of-adjustment actions. Staff also said the city’s parcel/citizen portal may show some lots currently assessed or recorded with manufactured-home status but that current zoning does not necessarily match historic use.
Board members and staff discussed enforcement history and whether board-of-adjustment approvals from many years ago could explain the presence of mobile homes on properties zoned otherwise. Commissioners and staff asked Harris whether he had consulted neighbors; Harris said he had not. Given the spot-zone concerns and the need to reconcile records and prior approvals, the commission took no action on the rezoning request at the meeting.
